The information contained in this pamphlet is provided to our contractors to keep our workplace safe and to protect the environment.

While you are working at our facilities or on our ships, we ask that you follow the HSE principles below and the rules provided in theis pamphlet.
 

TOTE cares about safety and protecting the environment. TOTE want you to care, too.

Please keep these principles in mind:
  • Do things safely or not at all.
  • Be aware of hazards around you.
  • Do not take shortcuts that compromise safety or the environment.
In carrying out these principles, you:
  • are responsible for your own safety and the safety of others.
  • are required to comply with all laws, regulations, and TOTE rules and procdures.
  • have the authority to stop any work that could result in injury or risk to the environment.
  • are requested to report concerns about sfety or the environment to your TOTE representative.
  • are envouraged to make recommendations to improve our HSE program.

Your Health

Health

  • Wash hands to prevent the spread of disease
  • Wash your hands with soap and warm water thoroughly, especially after using the restroom and before eating, drinking and smoking.
  • Use a paper towel to open the restroom door after washing your hands. Throw the towel away after you leave.
  • Use hand sanitizers.
  • Contact your TOTE representative if you ecperience vomiting or diarrhea.

Safety

  • The possession or use of unauthorized or illegal drugs, intoxicating beverages, or weapons on a TOTE ship or facility is prohibited.
  • Do not use compressed air or oxygen to clean clothing or personnel.
  • Always use three-point contact when enteringor exiting a forklift, truck, or any other equipment.
  • When ascending to or descending from elevated structures or surfaces, use a ladder, platform, or appropriate lifting device.
  • Ladders must be secured properly at the base and at the top.
  • Do not run or jump off platforms or raised surfaces.
  • When walking up or down stairs, use the handrail.
  • "Horseplay" is prohibited.
  • Smoking is allowed only in designated areas.

Your Safety

Always wear appropriate Personal Protective Equipment (PPE):
  • Safety shoes where there is a risk of a foot injury
  • Eye Protection where there is a risk of an eye injury
  • Hearing Protection in all engine room spaces and cargo decks and near operating machinery that generates loud noise.
  • Respiratory protection when performing operations exposed to dust, fumes, mistsm and vapor or gases that are hazardous.
  • Head protection where there is a risk of head injury
  • Fall protection (a Personal Fall Arrest System) is required when there is a possibility of falling more than six feet from a working surface. This does not apply to the use of portable ladders
Report incidents to your TOTE representative
Verbally report all incidents (injuries, first aid, motor vehicle crashes, environmental releases, fires, close calls, etc.) immediately.
 
Hot Work Permit
A TOTE permit is required when using open flames riveting, drilling, grinding, or other spark-producing activities, including procedures for A-class bulkhead penetrations.
 
Confined Space Entry Permit
A TOTE permit is required for entering a confined space, which is a space that:
  • is large enough and so configured that an employee can enter and perform assigned work.
  • has limited or restricted means for entry or exit.
  • is not designed for continuous occupancy.
Examples of confined spaces include ballast tanks, coffer dams, pipe tunnels, gray water tanks, black water tanks, bilge tanks, chemical holding tanks, scales, and utility vaults.
 
Lock-out/tag-out requirement
Before performing any service or maintenance on any machinery, equipment, or tank, ensure that the machinery or equipment is stopped, isolated from all potentially hazardous energy sources, and locked, tagged or blocked so that it cannot be operated, moved or flooded while work on it is in progress.
 
Underwater Operations Permit
Before performing any work under water, coordinate any underwater operations with the Deck Watch Officer, the Engineering Watch Pfficer, and the Terminal Security Officer. Ensure that all correct lock-out procedures have been completed.
 

Our Environment

Environment

Preventing spills and releases
  • Prevent spills.
  • Remove unused chemicals when you're done.
  • Do not pour chemicals down a drain.
  • Do not throw or discharge anything overbord.
  • Do not drain any liquids into the ship's bilges or terminal or facility drains without first receiving permission from a TOTE-authorized representative.
  • Have a spill kit handy to respond to a spill if one occurs.
  • Have drip collection and spill response equipment in place when working near or over water with paint, grease, or hydraulic systems.
  • Don't interfere with proper operation of waste water treatment systems.
  • Provide MSDS for any chemicals you bring onto the terminal or onboard the ship.
  • Reduce waste through efficient use and reuse of materials, and recycling.
Working on HVAC equipment, engines, boilers, or incinerators
  • Do not use aerosol products unless required.
  • Do not vent refrigerants into the atmosphere.
  • Ensure that your activities don't interfere with proper operation of HVAC equipment, engines, boilers, or incinerators.
Conserve energy and water
  • Don't leave water running unattended.
  • Turn off lights and powered devices when not in use.
  • When cleaning equipment, use high-pressure, low-flow equipment.
Leaving wase behind?
Coordinate with your TOTE representative to be sure that any waste you create is properly managed and disposed.
 

Your Security

Port Security

All persons who enter the restricted areas of the terminals or vessels will be required to have a valid Transportation Workers Identification Credential (TWIC) card or they will be escorted in accordance with 33 CFR Parts 104-405. Most vendors and contractors who regularly enter the terminal or do work on the vessel will not be escored and, therefore, are required to have a TWIC card. These rules are mandated by the Department of Homeland Security and are being applied nationwide. There are no exceptions.
 
In addition, in Anchorage only, a Proxy Card issued by TOTE is also required for vendors and contractors who regularly enter the terminal. In Anchorage, all vendors, contractors and visitors who do not have a Proxy Card will be issued a visitor's badge at the Port Security office. This badge will be issued only after surrender of a valid photo ID or verification of individual names from a list provied by a TOTE representative, so please call TOTE prior to arrival.
 
Questions or concerns about TOTE's Security Policy may be addressed to the TOTE Facility Security Pfficer at each location. Questions specifically relating to security aboard a TOTE vessel may be addressed to the Vessel Security Officer (usually the Second Mate) on board. (See emergency phone numbers below.)

Penalties for non-conformance with the Totem Ocean Trailer Express, Inc. Health, Safety & Environmental Management System and/or occupational health, safety and environmental laws and regulations are sever and could include cancellation of your contract as well as imposition of fines and/or criminal penalties.
